1.53.010 Created – Purpose.

For the purpose of providing for the operation and maintenance of the Hoquiam public library, there is created and established a department to be known as the library department. (Ord. 2544 § 1, 1971).

1.53.020 Library board – Appointment – Terms – Removal.

The management and control of the library department, including the appointment of the librarian and other employees, shall be vested in a board of five trustees, which board shall be known as the library board. One of the members of the board shall be a member of the city council. The trustees shall be appointed by the mayor, subject to the confirmation of the city council, from citizens of recognized fitness for the position. The trustees’ terms shall be for five years in order that one term shall expire each year. All vacancies shall be filled by the mayor, subject to the confirmation of the city council for the unexpired term. No person shall be appointed for more than two consecutive terms. No trustee shall receive any salary or other compensation. A trustee may be removed only by vote of the city council. (Ord. 2544 § 2, 1971).

1.53.030 Library board – Powers and duties.

The library trustees shall organize by electing one of their members chairman and one of their members secretary of the board, and they may elect such other officers and committees as they may from time to time deem necessary for the proper management and control of the library. They shall hold regular and special meetings as they themselves determine. Three of their members present at any regular or special meeting shall constitute a quorum for the transaction of business. They shall make and adopt such rules and regulations for their own guidance and for the government of the properties under their jurisdiction. They shall have supervision, care, custody and control of all property used, needed and set aside for library purposes, and, subject to the budget, shall have control of the expenditures of all funds appropriated for the library department, but such expenditures shall only be made upon proper vouchers and by warrants drawn by order of the board and signed by the mayor and city finance director. 1.53.040 Library board – Annual budget.

The library board shall annually submit to the mayor and city council, in the manner and at the time required by law, separate preliminary budgets for said department, showing proposed expenditures and anticipated expenditures and anticipated receipts. Such budgets so submitted shall be considered and adopted as required by law. (Ord. 2544 § 4, 1971).

1.53.050 Library fund.

There is created a fund to be known as the “library fund,” of which fund the city finance director shall be the custodian. There shall be paid into the fund such moneys as the city council may from time to time order, as well as any and all moneys which may be donated to the city for library purposes. The moneys in the library fund shall be expended only for the management, operation and improvement of the free public library belonging to the city. (Ord. 2544 § 5, 1971).

1.53.060 Library memorial fund.

There is created a fund to be known as “library memorial fund” of which fund the city finance director shall be the custodian. There shall be paid into this fund such moneys as the mayor and city council may from time to time order, as well as all gifts, memorials, bequests and other moneys which may be bequeathed, given, or donated to the city for library purposes. The moneys, together with the earnings therefrom, shall be expended only for improvements of the free public library belonging to the city. (Ord. 2738 § 1, 1975).
