1.54.010 Department – Created – Director of public works – Powers.

The water department shall have full charge of the operation, maintenance and improvement of the Hoquiam municipal water system. The director of public works shall be the head of this department and shall have general supervision and control over the entire water system of the city. (Ord. 2806 § 2, 1977; Ord. 1384 § 1, 1930).

1.54.030 Director of public works – Powers – Duties – Limitations.

The director of public works, as head of the water department, shall have general supervision over the entire municipal water system, with full power to operate and manage the same, subject to the provisions contained in this chapter. All employees of that department shall be appointed by the director of public works and shall be under his direction and control. Under the supervision and with the approval of the appropriate council committee, he shall have full authority to purchase all necessary supplies, materials, equipment and tools, in order to operate, maintain and improve the water system, from time to time hereafter. He shall keep a complete inventory of all the property, both real and personal, in connection with this department, and of all supplies, materials, equipment and tools purchased and used in connection therewith from time to time, as conditions may require the same. No improvement to the water system shall be undertaken by the director of public works except pursuant to a resolution passed by the city council, providing for such improvement or development. The director of public works shall have full authority to meter water users and to provide for the collection of all accounts from the water users and consumers in the city, pursuant to the rates hereafter established and maintained in connection with the water system, and to enforce all rules and regulations governing the system. 1.54.050 Water funds – Deposit with city finance director – Separate fund.

All moneys due, or hereafter to become due, to the city, from its water consumers or from any other source, shall be paid to the finance director, from time-to-time hereafter as provided by the rules and regulations of this department, which moneys shall be deposited by the finance director, in the name of the Hoquiam municipal water fund, and shall be kept separate and apart from all moneys received from any other source.
